Called about a dog in my neighbor's garden being left out all day and night barking, only to be told unless the animal is hurt, they don't want to help do anything as apparently leaving an animal outside in the freezing cold weather isn't cruel. Despite the animal always barking and making noise.

Called because there was an injured seagull on a football field but an recorded message told me to call my local vets but the vets didn't have the facilities to take the seagull. And because we couldn't get it without either it or another seagull attacking we had to leave it. I know that COVID has made things restricting but I would like the option to talk to someone. I felt awful leaving the poor thing it was covered in blood and it looked like a broken wing as it couldn't fly away and was an odd shape.
